How to disable photo uploads for users?

Since today I have been playing around with 4Images and so far I got everything working on my local PC.

What I was searching for was a gallery script that, amongst other things, allows visitors to comment on photos and 4Images seems to be a very professional script that allows this.

The problem now is that I as administrator only want to be able to upload photos and let the visitors only register and comment on the photos (perhaps even without registering).

On the settings page I have set the Upload mode to "No file upload" but when I log in as a user I still seem to be able to upload a photo. Is this perhaps a known bug or am I just looking in the wrong direction?

Can anyone tell me what the best way is to achieve the functionality I mentioned above or if it is even possible with the latest version?

in Admin control panel, under "edit categories" set upload permission to adminstrator

this only will work if u set categories settings to "PRIVATE" otherwice there is no way u can set sertain user/group
