Pay to upload mod?

Hi All!

I would like to charge to upload videos.  It could be for a period of time, amount of bandwidth or any means of charging to upload.  It could even be a paid registration.  Something like a youtube that charges to upload. 

Anything like that already made? 

Can anyone make it?
