UP LOADING WONT WORK HELP PLZ

1st i like to say that i em new to this 4images board   
i have only one problem  i use   1.7.1 version   , after i log in an all i try to upload jpg pictures an gif    after its done loading it takes me the a diffrent screen   saying  :    Control Panel
