Permission Groups for each user ?

Hi
I'm just evaluating 4images and have a question concerning permissions groups.

What I want to do is allow users to register and then allow them to upload thier files to private catagories of thier choosing.  Each member should have thier own private set of images that can not be seen by any other  users.  I have had a look at permissions and groups etc but as far as I understand catagories need to be set up by admin and members enrolled into groups etc.

Yes, currently only admins can change permissions and add members into usergroups...no other way
