Is it possible to change dynamic url's of articles (e.g. /articles.php?id=3) into static ones? --> articles-1.html

PS:  RewriteRule ^articles\.([0-9]+)\.htm$ articles.php?id=$1&%{QUERY_STRING}
does not work for me.. What could be wrong?
