Zip files being created and dl'ed - but with "Zero" compress

I have the GZip option turned on, with a compression set to #9

i see the zip button and i can dl any pic through it, but the zip files is the same size of the image.  So that means that its not compressing it

and its not doing "transparent" on-the-fly compression

i have ajusted the php.ini and httpd.conf

but i still have no luck

any ideas?
