Hello!
Has not found function which allows to check the image loaded by the user, before its publication. It is necessary, that the manager could check up the image loaded by the user before to publish it.

Не нашел функции, которая позволяет проверять изображение, загруженное пользователем, перед его публикацией.
Нужно, чтобы администратор мог проверить загруженное пользователем изображение, прежде чем опубликовать его.

then you can "Validate images" which are uploaded by users.

... you can set the permission for every category via ACP ...
... so ...
... ACP -> Categories -> Edit Categories -> Edit -> Permissions -> Direct Upload -> Administrator ...
... so only administators can direct upload images and all other images from users must validated via ACP ...
